FIELD: agriculture, in particular, phytoprotection of plant seeds. SUBSTANCE: method involves treating plant seeds by applying two compounds onto seeds. First liquid compound contains at least one phytoprotective substance, second foamed compound is aqueous solution of at least one nonphytotoxic foamer. Both compounds are applied independently onto seeds and mixed for time interval sufficient for providing homogeneous and smooth uniformly distributed seed cover. Apparatus has foam generator. Construction of apparatus allows basic liquid to be supplied to seeds in equal amounts. EFFECT: increased efficiency of method and apparatus, improved covering capacity of apparatus, reduced consumption of water and provision for improved uniform covering of seeds. 19 cl, 2 dwg, 5 tbll
