PROBLEM TO BE SOLVED: To finish a collection cycle in a short time by simultaneously and collectively collecting generated data corresponding to plural data generation limits, and partially unnecessitating the connection with a summarizing center in the following collection cycle. SOLUTION: The 1st collection cycle set for collecting the answer to 1st question is started at 1:00 when generating the answer of 1st question from all data generators, and an answer '1' summarized from the data generators in a 1st group is provided. After the time of 2:00, the summarized answer of '12' of 1st and 2nd questions are provided while being connected with the data generators in a 2nd group. Thus, all the data generated at the time point of connected with respective data generators are collected. Therefore, since the answers of 2nd question generated by the data generator in 2nd-7th groups in a 2nd collection cycle are already collected in the 1st collection cycle, the connection with data generators belonging to the 2nd-7th groups is omitted.
