PROBLEM TO BE SOLVED: To make each picture quality of an output moving image uniform in a moving image encoder which encodes, multiplexes and outputs plural moving image signals in a fixed bit rate. SOLUTION: A quantization controlling part 4 calculates quantization width based on the sum total of code amounts of moving image encoding signals which are accumulated in accumulating parts 2-1 to 2-N, and controls encoding parts 1-1 to 1-N with the same quantization width. A multiplexing controlling part 7 multiplexes a moving image encoding signal that is outputted in 1-1 to 1-N variable bit rates by an encoding part so that overflow and underflow may not occur in a decoder based on the values which are calculated by a decoding delay time operating part 5 and a frame code amount operating part 6.
