PROBLEM TO BE SOLVED: To enable passage management even concerning a vehicle having no card by controlling a passage permitting/inhibiting means by comparing information read by a vehicle information reading means with contents stored in a vehicle information storage means when the vehicle having no card is to enter an entrance/exit area. SOLUTION: The required vehicle information of vehicle 20, for which any card is not issued yet, is previously inputted from a managing device 2 and registered in the vehicle information file of storage device. When the vehicle 20 enters the entrance area of parking lot, a vehicle number is fetched by the television camera of vehicle number reading part 11, the vehicle number is recognized by a vehicle number recognizing part and data are sent to a processing/control part. The processing/ control part judges the insertion of card into a card reader 7 and reads the vehicle information stored on the card. When the vehicle information is registered in a managing device 5, the processing/control part applies the instruction command of passage permission to a passage braker 15. When that information is not registered, on the other hand, the instruction command of passage inhibition is applied and the passage of vehicle 20 is inhibited. |
