PROBLEM TO BE SOLVED: To prevent the extinction and deterioration of additional information whose spectrum is spreaded and overlapped with a video signal and to securely provide additional information which is overlapped with the video signal. SOLUTION: An overlap position setting part 15 uses a video synchronizing signal from a synchronism separation part 14 as a reference signal and generates an overlap position designation signal S4 designating the valid screen section of the video signal as an overlap section where an SS copy prevention control signal is overlapped. An SS copy prevention control signal generation part 16 generates a PN code sequence repeated at every vertical section, spectrum- diffuses a copy prevention control signal S3 by using the PN code sequence and forms the SS copy prevention control signal S3 by using the PN code string. The SS copy prevention control signal is outputted to the valid screen section based on the overlap position designation signal S4. An addition part 17 overlaps it with the valid screen section of the video signal.
