PROBLEM TO BE SOLVED: To eliminate a block noise by eliminating a block distortion from a block edge obtained by a block edge detection means so as to detect the block edge after format conversion. SOLUTION: A format conversion circuit 4 converts e.g. a CIF(common intermediate format) into an NTSC format. In this case, a picture element at both ends of a block edge in the CIF gives effect on 4 picture elements by being up-sampled twice in a horizontal direction. On the other hand, with respect to the vertical direction, the picture element gives effect on 2 picture elements or 3 picture elements depending on a position in the vertical direction. Thus, an edge detection circuit 6 has an edge detection function to select affected picture elements. Moreover, a noise elimination circuit 5 eliminates noise of a block in the NTSC format or the like that is converted from the CIF for TV monitor output. |
