SOLUTION: When a current block is completely at the outside of an object, additional information of '0' is generated and additional information of '1' is generated for the other blocks. Blocks completely at the outside of the object whose additional information is '1' are tied sequentially and subject to supplement processing in the order denoted as arrows A1, A2, A3,.... In this case, a picture element value to be referenced to generate a supplement value used for the supplement processing is selected for a picture element value of a specific part by referring to the additional information in an additional information block 120.
