PROBLEM TO BE SOLVED: To press-in an elastic body formed with a through hole into a bracket in an optimum condition. SOLUTION: An elastic body 14 is vulcanizingly-bonded at the outer periphery side of an inner tube metal fitting 12 to form a pair of flange parts 14A at the outer periphery of the elastic body 14. The elastic body 14 is pressed in a cylindrical part 16A of the bracket 16, so that the elastic body 14 and the bracket 16 is fitted to each other. Through holes 18, 20 which penetrate the elastic body 14 in an axial direction are formed in a jig receiving part 14B of the elastic body 14. The dimensional relation between the outer diameter A1 of the elastic body 14 before being pressed in the bracket 16 and the inner diameter A2 of the bracket 16 is made so as to be in a range: (A1 -A2 )/A1×100=3 to 15(%). The dimensional relation between the dimension B1 between the flange parts 14A and the width dimension B2 of the bracket 16 is in a range: (B2 - B1 )/B1×100=5 to 15(%).
