PROBLEM TO BE SOLVED: To expand the range of the measured radiation dose rate by arranging scintillation fibers in or around a scattering material emitting electrons via the interaction with radioactive rays. SOLUTION: A scattering material 103 emitting electrons via the interaction with radioactive rays 101, e.g. polyethylene, is arranged around scintillation fibers 102. Even if the scintillation fibers 102 do not directly interact with the radioactive rays 101, the scintillation fibers 102 again interact with the electrons and radioactive rays 105 emitted from interaction points 104 to generate fluorescence, and the interaction probability between the radioactive rays 101 and the scintillation fibers 102 can be increased. The energy larger than the energy applied in the scintillation fibers 102 can be applied to the scattering material 103 depending on the atomic number of the scattering material 103 and the energy of the radioactive rays 101. When the scattering material 103 having a high atomic number is used, the interaction probability with the radioactive rays 101 is increased, and the range of the radiation dose rate can be expanded.
