PROBLEM TO BE SOLVED: To cut off water by a fitting base frame for a solar cell module and omit roofing materials such as roof tiles and rapidly and safely install the solar cell module. SOLUTION: A number of square spaces (cell) longitudinally and laterally partitioned by a plurality of longitudinal and lateral sash lower frames 3, 5, are formed on a roof. And after solar cell modules 1 have been installed in the square spaces, the fitting recesses of lateral sash upper frames 6 and longitudinal sash upper grames 4 are fitted in the fitting protrusions of the lateral sash lower frames 5 and the longitudinal sash lower farmes 3 and fixed with screws. Drain grooves 53 for rainwater are provided in the longitudinal and lateral sash lower frames 3, 5. Even when rainwater flows to the rear side of the solar cell module 1, it is caught by the drain groove 53 for rainwater of the lateral sash lower frames 5 and subsequently caught by the drain groove for rainwater of the longitudinal sash lower frames 3 connected thereto and discharged to the eaves edge side. And hence, water can be surely cut off.
