PROBLEM TO BE SOLVED: To extremely shorten a starting time in reoperation and to rapidly raise productivity and economic efficiency even in the case in which a waste plastic remains in a thermal decomposition tank. SOLUTION: This apparatus 1 for oiling and reducing a waste plastic is equipped with a thermal decomposition tank 2 for heating and thermally decomposing a waste plastic and is especially provided with a heat insulation apparatus 4 for heating a tank main body 3 in the thermal decomposition tank 2 to a preset heat reserving temperature during nonoperation time.
