The barrier layer (58, 158, 258, 358) may be attached to the base pad (52, 152, 252, 352) by being coated over the base pad (52, 152, 252, 352) without the use of adhesives, including being fused to the base pad (52, 152, 252, 352) when they are both made of a thermoplastic material. The handle attached portion (62, 162, 262, 362) may be fused to the barrier layer (58, 158, 258, 358) in an ultrasonic bonding process, again without the use or adhesive.
