<p>A current limiting device (1) utilizes an electrically conductive composite material (5) and an inhomogeneous distribution of resistance (7). The structure comprises a conducting filler, where a substantial fraction of the electrical current is carried by a low pyrolysis temperature material, such as an organic conductor. The inhomogeneous distribution is typically chosen so that at least one selected thin layer of the current limiting device has much higher resistance than the rest of the current limiting device.
