PROBLEM TO BE SOLVED: To reduce an unpleasant feeling accompanying the use of a therapeutic agent at the time of treating glaucoma, and the like by providing the surface of mucosa with an aqueous solution containing a specific cationic polysaccharide polymer and a cationic therapeutic agent continuously releasing a therapeutic agent. SOLUTION: The surface of mucosa is provided with a solution comprising (A) water, (B) a cationic polysaccharide in an effective amount to provide the surface of mucosa with sustantivity and to produce a clear solution, replaced with >=0.1 moles per mole of polysaccharide of a quaternary nitrogen compound containing a 1-4C hydrocarbon substituent group per substituent group based on 1mol of the polysaccharide and (C) an effective amount of a cationic therapeutic agent to reach the surface of mucosa and to maintain a clear solution. A cationic cellulose compound substituted with 2,3- epoxypropyltrimethylammonium chloride is preferable as the composition B. For example, aβ-blocker such as betaxolol and a therapeutic agent for glaucoma such as epinephrine may be cited as the component C.
