The converter consists of a tubular balance arm (33) with a value (20) at one end linking two cylinders (2), each divided into two chambers by a piston (8). The balance arm and cylinders are able to rock about a horizontal axis (22) on a frame (31) fixed to the ground (32). The piston in each cylinder separates chambers containing fluids (1,4) selected for their density and thermal capacity respectively. When the thermal fluid (4) is heated by an external heat source, it vaporises and forces the dense fluid through the tubular arm into the cylinder at the opposite end. The balance arm, then, rocks and the cylinders change position. The process can then be repeated, and the energy produced used as a drive or to generate electricity. Alternatively, the cylinders can be in the form of containers attached to an endless belt.
