User terminals (4, 5) are connected to a telecommunication system, with a control system (3) operating to set up, release and/or modify connections between the terminals. Many operating functions are common to both short-term, flexibly dynamic connections and long-term, semi-permanent connections. Connection control may be initiated from any user terminal. Controlling data may be stored in different types of storage resources in the system, e.g. volatile memories (20, 21) or a permanent, persistent memory (24).
