Cosmetic composition for the eyes and face in the form of a two-phase liquid, having an aqueous phase and an oil phase, in which the aqueous phase comprises from around 2 percent to around 20 percent by weight of moisturiser, from around 0.1 percent to around 2 percent by weight of surfactant, from around 0.5 percent to around 2.5 percent by weight of an emulsion inhibitor, from around 0.1 percent to around 1 percent by weight of a preservative, from 0 percent to around 1.0 percent by weight of emulsifier, and from around 0.000002 percent to around 0.0011 percent, around 0.02 ppm to 11 ppm, by weight of buffer, the remainder being composed of a suitable vehicle to make up 100 percent; and in which the oil phase comprises a system consisting of 0 percent to around 70 percent by weight of a solvent composed of cyclomethicone/dimethicone combined or dimethicone alone and 0 percent to 100 percent by weight of a higher aliphatic hydrocarbon.
