PROBLEM TO BE SOLVED: To obtain peelability between the inside face of a die and the formed surface of resin or rubber at the time of forming without using a releasing agent by subjecting the surface of steel to nitriding treatment or nitriding- oxidizing composite treatment and forming a compound layer having Fe-N bonds or Fe-N and Fe-O bonds on the surface of the steel. SOLUTION: As for, e.g. a cylindrical steel material used as a core bar 1 of a rubber roll, the whole face is subjected to nitriding treatment or nitriding- oxidizing treatment to form a nidride layer (having about >=0.1μm layer thickness) on the surface, by which the core bar 1 improved in the peelability of vulcanized rubber is produced. In this core bar 1, the surface part 1b provided with a fixing roll rubber layer excepting the vicinities 1a and 1a' of both edge parts is applied with adhesives, which is charged to a die to form a vulcanized rubber layer 2 on the whole face. In this way, a rubber roll in which the rubber layer 2a in the vicinities 1a and 1a' of both edge parts is mechanically easy to peel and having both edge parts utilizable for the connection with a rotary mechanism can be obtd.
