PROBLEM TO BE SOLVED: To control the depth of a cut-in line with good accuracy and improve the reliability of the blister package for preventing a package from being opened by a baby by absorbing any errors in the dimension tolerance between a plate and a blade based on the buffer of a base plate or a plate of a mechanism. SOLUTION: A plate or a base plate 60 is precisely ground and supported on a spring assembly section floatably, and when the position of the plate 60 itself is determined or when parts are manufactured to be out of the normal tolerance, the mismatching of parts can be absorbed by the arrangement. A knife device 50 with a cut-in blade 55 is provided to be lifted and lowered through a follower 30 working together with a rotating cam 22. A cut-in line 102 is formed on a blister film 100 by actuating a cut-in mechanism by a cam 20 and bringing the knife device 50 into contact with the blister film 100 and the depth of the cut-in line 102 is determined by the dimension difference between the height of a gauge block positioned on the base plate 60 and the height of the cut-in blade 55.
