PROBLEM TO BE SOLVED: To flexibly correspond to change without necessitating the management of an identifier corresponding table by giving an inter-computer communication address to dialing up from a terminal and transmitting information toward this address to an ATM communication line. SOLUTION: At the time of receiving information delivery from a server 1, a terminal 2 transfers an information delivery request to the server 1 through a modem 3, a telephone network 4, a modem 5, a dial up connector 6 and a route controller 7 through the use of an already obtained IP address. The server 1 receiving the information delivery request sends IP data to a receiving adapter 8 by the controller 7. The adapter 8 converts the IP data to and ATM cell to send to a transmitter 9, which converts the ATM cell to data for a satellite line to transmit toward a geostationary satellite 10. The terminal 2 receives satellite line data by a receiver 11 and converts it to an ATM cell to output to a receiving adaptor, which outputs IP data of the ATM cell to a terminal 2.
