PROBLEM TO BE SOLVED: To realize failure detection and redundant transfer, while holding a load on a terminal to be low by setting plural VC between terminals for preparing for the generation of a fault, selecting the proper VC from among the plural VC according to the monitored result of the VC, and performing communication. SOLUTION: A fault detecting means 1 operates fault detection by using a p-mp connected VC, so that the transmission of signals for fault detection to all opposite terminals can be attained at once. A redundant transferring means 2 automatically operates re-transmission by using a waiting system VC, when a confirmation response is not transmitted from a receiving terminal so that a load on the terminal at a normal time can be reduced, and the loss of data at the time of fault generation can be avoided. A network setting means 3 enables communication between an arbitrary terminal and a switch by a few PVC, by combining the PVC between the terminal and switch with an IP routing table on a central node.
