PROBLEM TO BE SOLVED: To effectively measure the elapsed time of a pause mode without particularly providing a clock generator for generating a clock pulse as a timing signal by utilizing a rotation detecting signal used for a servo circuit for controlling the rotating state of a rotary body as the timing signal. SOLUTION: The rotating state of a capstan motor 20 and a drum motor 22 is detected by rotation detectors 21 and 23 of detecting means respectively to output their detecting signals corresponding to the rotating state respectively. A system controller 1 has a CPU 5, a ROM 8, a RAM 9 and a clock generating circuit (OSC) 2, and then also an input terminal 14 for the detected signals from the rotation detectors 21. Then, by making the detected signals SF1 and SP1 obtained from this input terminal 14 the timing signals, the elapsed time of the pause mode is measured in accordance with a program on a memory.
