PROBLEM TO BE SOLVED: To provide a switch input means for a physically handicapped person which can remove the irritation of scan waiting and easily set up its timing to inputted timing. SOLUTION: The system is a scanning system for rotating an arrow bar as shown by an arrow '→' (2) (in conventional system, characters or the like are successively and linearly scanned as shown in an arrow '→' (1)). At the time of starting, the arrow bar starts to rotate around an upper left ESC key as a base point and the tip of the arrow bar is always extended up to the outermost peripheral key. On the way of rotation, a key group on which the bar is put is selected as definition candidates. When an exhalation switch is blown when the bar is put on a key to be inputted, the key group is defined and then keys are successively scanned one by one in order from the base point side to the tip of the arrow. When the exhalation switch is blown at the time of arriving at the key to be inputted, the key is defined. When a certain key is defined, rotation is started from the key to be a base point. In the shown example, the bar is moved from 'u' to 'me'.
