PROBLEM TO BE SOLVED: To make it possible to carry out mute-processing while keeping continuity of data when restoring semi-instant compressed speech data by semi-instant expansion. SOLUTION: This device comprises a semi-instant expansion means 2 to carry out semi-instant expansion processing to semi-instant compressed PCM speech data, a decoding means 3 to restore an output from the semi-instant expansion means to an original signal as an input, a soft-muting means 4 to fade out or fade in the restored original signal, and a range bit transformation means 5 that is able to transform the range bit from PCM speech data and output to the semi-instant expansion means 2. In this case, a muting control means 6 is provided, and the means 5 controls to enlarge the range bit by impressing the inputted muting signal and also the means 4 controls to turn on the soft mute. Otherwise, it is also possible to control to eliminate the DC component of the restored speech data by providing a zero-cross point detection means for detecting that DC component of the restored speech data becomes zero and by using a discrimination output therefrom. |
