PROBLEM TO BE SOLVED: To allow an encoder side to automatically detect a preceding picture type and to conduct compression coding while a group of picture(GOP) phase is matched in the case of repeating compression coding of video data. SOLUTION: Sections, motion compensation section 240 to discrete cosine transformation(DCT) section 244 apply motion compensation and DC transformation or the like to input video data to generate a DCT coefficient. A back search section 248 detects whether or not a minimum value is in existence in total sum of residues as the result of division by each quantization step of the DCT coefficient and discriminates that a picture with a minimum value is compression-coded for I picture in a preceding compression coding and discriminates a configuration (number N of pictures and interval M of P pictures) of a GOP at the preceding compression coding. A picture type control section 250 controls a picture rearrangment section 200 based on the discriminated GOP configuration to rearrange pictures of the input video data in a sequence by the compression coding section 20 for compression coding in the same GOP phase as the preceding compression coding. |
