PROBLEM TO BE SOLVED: To prevent the formation of a pushing out section in the inner wall of a pipe line in pressing a built-in plug in the opening of the pipe line provided in a pipe line member. SOLUTION: A built-in plug 14 is arranged in the opening section of a pipe line 16 provided in a pipe line member 12. A built-in plug press fitting device 10 is set so that a hammer member 36 abuts on the built-in plug 14 and the axial line of the built-in plug press fitting device 10 align with the axial line of the pipe line 16. The built-in plug 14 is press fitted in the pipe line 16 little by little at a speed exceeding the plastic deformation propagating velocity of the pipe line member 12 by repeatedly hammering a hammer member 36 through a piston and a shaft member 30.
