PROBLEM TO BE SOLVED: To provide a thermosetting resin composition which is made flame- retardant, can be used by an existing technique advantageous in cost and can give electrical laminates. SOLUTION: The production comprises the step I of impregnating at least one substrate with a thermosetting resin composition containing a mixture comprising about 1 to about 95wt.%, based on the entire composition, first vinyl ester resin synthesized from a bisphenol A diglycidyl ether, bisphenol A and glacial methacrylic acid, about 1wt.% to about 69wt.%, based on the entire composition, resin selected from the group consisting of the second another vinyl ester synthesized from bisphenol A diglycidyl ether and glacial methacrylic acid and an unsaturated polyester about 0.1 to about 2wt.%, based on the entire composition, catalyst which induces free radical curing and polymerization or UV initiation and the step II of curing the substrate impregnated with the resin.
