PROBLEM TO BE SOLVED: To obtain a cosmetic having excellent feeling and giving excellent and durable make-up resistant to transfer by compounding a silicone elastomer, a solid organic silicone oil and a polymeric silicone oil at specific ratios. SOLUTION: This cosmetic is produced by compounding (A) a silicone elastomer, (B) a solid organic silicone oil and (C) a polymeric silicone oil at weight ratios (A:B:C) of (1-50):(0.1-30):(0.1-30). Preferably the component B is one or more substances selected from silicone resin, fluorinemodified silicone resin and acryl-silicone graft copolymer and the component A is a powdery resin having an average primary particle diameter of 0.1-50μm.
