PROBLEM TO BE SOLVED: To prevent a charged volume from fluctuating at every packaging container. SOLUTION: This charging machine controller is provided with a transfer means for intermittently transferring downward tubular packaging materials 11, a nozzle 51 for charging a liquid food 12 into the packaging material 11, a flow rate control valve 57 arranged between the supply source of the liquid food 12 and the charging nozzle 51 to control the supply volume of the liquid food, a detecting means detecting the liquid level of the liquid food in the tubular packaging material 11 at a detection timing preset in a cycle time to form respective packaging containers, and an opening-changing means to change the opening of the flow rate control valve 57 in accordance with the difference between the detected liquid level and the basic liquid level. The liquid level can be always detected in the same condition in respective cycle times.
