PROBLEM TO BE SOLVED: To obtain the subject composition that contains a specific organopolysiloxane, essentially contains no organic solvent and essentially liberates no alcohol by its hydrolysis, when it is diluted with water. SOLUTION: This composition contains an organopolysiloxane of formula I [A is an aminoalkyl derived from formula II (0<=f<=6, when f is 0, g is 0, if f>0, g is 1; 0<=h<=b, 0<=z<=1); B is a fluoroalkyl derived from formula III (R<1> is a 1-9C monofluorinated alkyl, an oligo-fluorinated alkyl, a perfluyorinated alkyl, an aryl; 0<=y<=1) and C is an alkyl derived from formula IV; D is an alkyl derived from formula V (R<3> is a 1-8C alkyl); HX is an acid and X is an inorganic or organic acid radical; 0<=y<=1; a>0 and b>0, c>=0, d>=0, e>=0; a+b+c+d>=2].
