PROBLEM TO BE SOLVED: To attain dehumidifying and ozonizing functions with one element by providing an anode for promoting the dehumidification and ozonization on one side of a solid electrolyte membrane. SOLUTION: An anode 1 is provided in contact with one side of a solid electrolyte membrane 3 and composed of anode catalysts 11a and 11b and a porous anode feeder 12. A cathode 2 is furnished in contact with the other side of the membrane 3 and composed of a cathode catalyst 21 and a porous cathode feeder 22. The anode catalyst 11a is formed by dispersing platinum black in a Nafion (R) soln., applying the viscosity-adjusted dispersion on the anode side of the membrane 3 and drying the dispersion. The anode catalyst 11b is formed by dispersing lead oxide in a Nafion (R) soln., applying the viscosity-adjusted dispersion on the anode side of the membrane 3 and drying the dispersion. The porous anode feeder 12 is obtained by plating the expanded metal of titanium with platinum, and the cathode catalyst 21 is formed with the same material as the anode catalyst 11a.
