Light radiation frequency and pulse repetition frequency equal or exceed rotational speed of liquid medium by a whole number of times. plant internal surface is made of material with a high reflectivity. Under action of modulated resonance condition at matching of pulse irradiation frequency, light wave frequency and eddy flow rotational speed whole volume of liquid medium is subjected to an active effect of luminous energy.
