PROBLEM TO BE SOLVED: To realize efficient coding. SOLUTION: A DC component coefficient is given to a subtractor 16 through a terminal 14. A memory 18 has already stored a DC component coefficient of one preceding block. In the case that information in an N-th frame original image from a DC component prediction on/off decision section 7 indicates '1', since a terminal 19 of a switch 8 is thrown to a terminal 20, a difference obtained by the subtractor 16 between the DC component coefficient of the processing block and the DC component coefficient of one preceding block is fed to an output terminal 31 through terminals 19, 35. On the other hand, in the case that information in an N-th frame original image from the DC component prediction on/off decision section 7 indicates '0', since the terminal 19 of the switch 8 is thrown to a terminal 21, the DC component coefficient of the processing block itself is fed to the output terminal 31. |
