PROBLEM TO BE SOLVED: To reduce cost by improving construction efficiency and making a low-speed computer usable. SOLUTION: Observation information and detection information from sensor terminals 3, 4 are supplied to a central processing unit (CPU) 22 via a transmission line 6. The CPU 22 supplies detection information to a subsystem processing unit 24 via the transmission line 6 and a subsystem I/F 23. The subsystem processing unit 24 creates subsystem control information to supply this information to a subsystem control terminal 5 by the CPU 22, and blind control is performed. The transmission line 6 is shared for artificial lighting control and blind control, enable high construction efficiency. These two controls are distributed by the CPU 22 and a subsystem processing unit 24, making it possible to use a low-speed computer and ensuring lower cost.
