PROBLEM TO BE SOLVED: To provide a cogeneration system for improving operation efficiency even in a demand form less in heat utilization. SOLUTION: Heat exchanger 3 and 4 are provided respectively on the passages of exhaust and cooling water of the engine 2 of a diesel generator 1, and a circulating path is formed by both the heat exchangers 3 and 4 and a hot-water storage tank 6, to recover the exhaust heat of the engine 2 as hot water, moreover a cooling tower 7 is installed for blowing off excess heat. In controlling the operation of this system, a sequencer 14A is provided, and a reference operation time band is set in accordance with a demand form to simply operate operation start correction time T from a heat utilizing condition. Based on this, operation start time is decided to obtain operation control wherein both the electricity and heat can be effectively utilized. T= (heat use quantity×K in the previous day)/rated generating heat quantity}-reference operation time, here K: a correction factor (0-1.0).
