PROBLEM TO BE SOLVED: To adapt to the high pressure spike of a center gas flow located adjacently to the leading edge of a stator. SOLUTION: A gas flow pressure gradient 42 which is directly faced top a stator blade 10 and a position concerning size and the stator blade 10, is determined, and first and second inlet and outlet holes 34, 36, 38, 42 are arranged so that pressure PH in a high pressure chamber 22 is made larger than pressure PST in a reference pressure chamber 24 against a predetermined pressure PSUP, then the high pressure chamber 22 is positioned along a leading edge 18 so as to be opposite to the pressure spike 44 of the gas flow pressure gradient 42.
