PROBLEM TO BE SOLVED: To equalize the speed of a rotating cutting edge and the strip running speed and to press down the cutting edge independently of the rotation movement of the cutting edge. SOLUTION: The peripheral speeds of a pair of drums 6, 7 opposed to each other can be increased to the speed of a strip to be cut by at least one driving device of the drums and a different controllable pressing device 8 is provided in at least one of the drums. The speed of a rotating cutting edge is equalized to the strip running speed so as to cut the strip and the cutting edge is pressed down independently of the rotation movement of the cutting edge.
