<p>PROBLEM TO BE SOLVED: To fix a data rate, to improve transmission efficiency and to improve a picture quality after extension in compressing and encoding a picture obtained by a space mounting sensor. SOLUTION: A still picture obtained by the space mounting sensor is divided into frames consisting of eight scanning lines to store in a frame dividing buffer 1. A DCT(discrete cosine transformation) arithmetic part 2 calculates the DCT coefficient of frame data and a quantization part 3 quantizes the DCT coefficient based on a quantization parameter. A variable length encoding part 4 variable-length-encodes data (quantization DCT coefficient) to make compression- encoded data. In this compression encoding, data is temporarily stored in an output buffer 5. Then, a quantization parameter arithmetic part 6 monitors the data quantity of an output buffer, namely a data quantity after the compression of picture data for one frame, and adaptively controls the quantization parameter with respect to a next frame based on the monitored data quantity.</p> |
