PROBLEM TO BE SOLVED: To surely prevent a developer within a developing housing from being scattered out of the developing housing through the space between a developing area and a developer holding area by arranging elastic seals formed of an elastic material opposite to each other on both side ends of a sheet-like seal member in the installing parts of a developing roller on both side walls of the developing housing. SOLUTION: Elastic seals 594 are arranged in opposed positions on both ends of a sheet-like seal member 58 on the inner surfaces of the front side wall 510 and rear side wall 512 of a developing housing. The elastic seal 594 is formed of a sponge material, and adhered to the front side wall 510 and rear side wall 512 by an adhesive. both side ends of the sheet-like seal member 58 are assembled in the state compressing the elastic seal 594. Thus, a developer can be surely prevented from being scattered through the spaces between both side ends of the sheet-like seal member 58 and the front side wall 510 and rear side wall 512.
