The system (10) comprises a disposable pad (30) having a plurality of layers and the ability to be retained on either the upper surface of a permanent base (20) or directly onto the floor (14). The permanent base (20) is positioned on the floor (14) and the base (20) has an upper surface (22) that is generally horizontal. The disposable pad (30) includes a layer of absorbent material (35) and a coating layer (38) of waterproof material. The pad is flame retardant and biodegradable. The system is useful for keeping the floor (14) dry and in a sanitary condition. The undersurface of the disposable pad includes two bores for cooperative engagement with two projections (26) extending upwardly and affixed to the floor (14).
