A capacitor assembled in the form of a lightweight structural panel (48) and including isolated capacitor cell (46), adhesive bonds (43), and voids (45). Each of the cells (46) includes a honeycomb structure (44) wherein each film-like layer in the honeycomb structure (44) is an electrode stack (20). Each of the electrode stack (20) includes an elongated cathode (22), and elongated separator (23), and an elongated anode (24). The separator (23) is wetted with an electrolyte solution to enhance the dielectric properties of the separator (23). Alternately, the capacitor cell could be composed of a foam-like cathode (166), foam-like separator (164), and a foam-like anode (162). With either embodiment, the invention achieves the storage of electrostatic energy in a structure with a multitude of voids defined therein so that the structure is relatively stiff, yet lightweight.
