PROBLEM TO BE SOLVED: To modify a substrate surface to give it stain resistance and water/oil- repellent properties by causing fine particles pretreated with a fluorine-contg. organosilicon compd. to collide against the surface to cause the organosilicon compd. attached to the surfaces of the particles to migrate to the substrate surface. SOLUTION: Fine particles having particle sizes of 600μm or lower are treated with a fluorine-contg. organosilicon compd. represented by formula I: [R<f1> -Q<1> ]j (R<1> )4-j-k Si(A<1> )k or formula II: (A<2> )m (R<2> )3-m Si-Q<2> R<f2> -Q<3> -Si(R<3> )3-n (A<3> )n (wherein R<f1> is a 4-12C polyfluoroalkyl; R<f2> is a 4-12C polyfluoroalkylene; Q<1> to Q<3> are each a single bond or a divalent linking group; R<1> to R<3> are each a monovalent org. group; A<1> to A<3> are each as alkoxy, isocyanato, or chlorine; (j) and (k) are each 1, 2, or 3 provided 2<=j+k<=4; and (m) and (n) are each 1, 2, or 3) to cause the particles to carry or to be coated with the compd. The treated particles are accelerated with high-pressure air of 1-10kgf/cm<2> and are caused to collide against a substrate surface.
