PROBLEM TO BE SOLVED: To prevent the omission of images when congesting is generated by transmitting image data of a block under consideration by a receiver to an asynchronous transfer mode(ATM) network as priority cells and turning image data not under the consideration to the non-priority class. SOLUTION: For blocked image data, the respective blocks are weighted to consideration point blocks and non-consideration point blocks in a weighting part 4 based on consideration point information from a receiver side through a feedback information reception part 9. Among the image data of the respective blocks classified in the weighting part 4, the image data of the consideration point lock are sent to a consideration point image quality improving layer encoding part 5 and non-consideration point data are sent to a non-consideration point image quality improving encoding part 6. Base layer encoding data from a base layer encoding part 2 and data from the encoding part 5 are made into cells for the ATM network 10 by a priority cell send-out part 7. The data of the encoding part 6 are made into the cells in a non-priority cell send-out part 8. They are sent through the network 10 to a reception side. |
