PROBLEM TO BE SOLVED: To allow the client to recognize access information of an object camera server. SOLUTION: Upon the receipt of a connection request from a client by a camera server 1-1 a CPU 1-14 judges whether or not the number of clients being the sum of this client and numbers having been connected so far exceeds a permissible number. When it is discriminated by the CPU 1-14 that the number exceeds the permissible number, no video data are transferred to the client making this connection request but the server 1-1 transfers information denoting an access status at that point of time.
