The heat melts the binder agent, and the binder agent fuses with the low surface energy outer jackets of the cables (20, 22). Alternatively, the dual sheets of the binder agent may sandwich a resistive wire. The resistive wire generates heat when supplied with a current. The heat melts the binder agent and fuses it with the low surface energy outer jackets of the cables (20, 22). The binder agent may also fuse a housing (24), such as an elastomeric tube, with the binder agent and the outer jackets (20a, 22a) of the cables (20, 22).
