摘要 PROBLEM TO BE SOLVED: To autonomously collect data and to autonomously allocate a channel to a cell by setting the RF transmission power level of a base station based on signal strength between a mobile object and the base station and the measured value of an interference signal. SOLUTION: The measured values of signals between the base station and the mobile station are collected while using MAOH/MACA(mobile object support hand-off/mobile object support channel allocate) function. An SIMEAS(serving signal and interference signal measurement) module 518 inside a cell 507 collects the required measured values of serving signals and interference signals through an SISTAT (serving signal and interference signal statistic amount estimation) module 516 inside an OMP(operation managing platform) 506, and a statistic dispersed parameter to be used by a VCA(voice channel managing) module 508 inside a master OMP 504 and an ECP (execution cellular processor) 503 is estimated. These parameters are required for calculating the channel allocation.
