SOLUTION: When this device is provided with a monitoring data editing means 1 and plural detecting means A which are distributed in a monitoring area and are also sequentially and serially connected to the means 1 from an upper priority U to a lower priority D, monitoring data in the means A can be sent to the means 1 by providing the means A with a switching circuit 15 and also, the device can switch between the on state in which monitoring data can not pass from the means A of the lower D to the means 1 and the off state in which monitoring data can pass from the means A of the lower D to the means 1. In such cases, the circuits 15 of the means A are sequentially switched to the on state a prescribed time each from the upper U to the lower D.
