PROBLEM TO BE SOLVED: To reduce the number of components for the attachment and protection of a wiring harness, make the attachment of the components easy and protect the wiring harness securely. SOLUTION: A foamed resin layer 1d which includes the predetermined laying route of a wiring harness H is formed on the surface of a core material layer 1a of which an instrument panel 1 is composed. When the foamed resin layer 1d is molded, the wiring harness H is buried in the foamed resin layer 1d along the laying route. With this constitution, the foamed resin layer 1d prevents the wiring harness H from touching other components and protects the wiring harness H from damages caused by touching other component during the driving. Further, the stress which is produced by the expansion/contraction of the resin caused by the temperature change can be suppressed by the buffer action of the elasticity of the foamed resin in the contact surface between the wiring harness H and the foamed resin layer 1d, so that the wiring harness H can be securely protected.
