PROBLEM TO BE SOLVED: To improve the security of a radio communication line of the toll reception system which receives a toll by radio. SOLUTION: The CPU 10 of an IC card 1 inserted into an OBU(on-board unit) receives a cipher key sent from a roadside system and a authenticator generated by ciphering algorithm through OBU, deciphers the authenticator with a cipher key stored previously in a key storage area 14 to confirm the adequacy of the roadside system, and issues an authenticator by a ciphering algorithm execution unit 15 with the cipher key stored in the key storage area 14 when the key is proper and sends it to the roadside system through OBU, and the roadside system deciphers the received authenticator to confirm the adequacy of the IC card 1, and totalizes toll information when the key is proper. |
