PROBLEM TO BE SOLVED: To apply a water stopcock to be mounted on the end of a cable drawing flexible pipe to various optical fiber cables having the different outside diameters. SOLUTION: A plurality of short pipe-like sleeves 10 whose diameters are sequentially foamed into the small diameters are sequentially fitted so as to be freely attached and detached, and the hole diameter adjusting short pipe-like sleeves 10 in which cutouts 13 provided on respective pipe walls are aligned in line are constituted. The hole diameter adjusting short pipe-like sleeves 10 are fitted to and mounted in a cable insertion hole 5 of a rubber disc 1, the short pipe-like sleeve having the diameter smaller than the outside diameter of an optical fiber cable D is removed, and the optical fiber cable is fitted into the short pipe-like sleeve having the inside diameter fitting to the outside diameter of the residual optical fibers.
